The White House has said its agreements with the U.K. and China are starting points, but so far the Trump administration has given up more than it has gained.

Small businesses that import goods made in China are trying to outlast the trade war. Owners are laying off workers, looking for investors or putting their personal finances on the line. Many are worried they won’t survive.
